Home owner rights?

... in respect to neighbors. My neighbor has a bamboo grove in their backyard and every year I spend wekks cutting back and deperately trying to keep up with the growth that is spreading into our yard. I can't do it on my own and they ignore every attempt to talk about it. Do I have any rights to make them remove and prevent the spread into our yard?
