Are "Two-Three Month" increments in covering the cost of the war fair enough??

Yes it's a good idea.Too much has just "DISAPPEARED".That money never reached our troops and neither will any of this if it's open ended.Besides,we're talking withdrawal so it's not needed until needed if you get my drift.
