Why do so many people confuse exemptions with dependents on their W4's?

Almost all of my co-workers past and present think that when they file their W-4's they should put down how many dependents they have rather than claim exemptions and then complain how much is taken out of each check. It is funny really considering we make on average far less than $20,000 a year. Is this a common mistake?
