US Nationals were killed at Mumbai by terrorists. Has US counted this as attack on US by Jihadi Terrorists or?

Only killings and destruction within the US land and territory is called attack on US? The same question applies to ISRAEL also. When the PAKISTANI Jihadis attacked Jews Palace, the Nariman Point and killed Israel nationals, it has declared the same as WAR ON ISRAEL. Will these countries support India in the forthcoming war with Pakistan? DO NOT SAY I AM WAR MONGER. WAR is unavoidable.
