How do you get around a site that blocks IP addresses?

its a long story but there was a misunderstanding with my profile and consequently my account on a website was disabled. my bro said the site regularly blocks IP addresses or something? i cant logon anymore, no matter what time of day I try, so I think he is right. Is there a way I can change my IP so that the site doesnt recognize me when I try to create another profile?
